A PASER survey is only as reliable as the groundwork laid before the rater arrives on site. For property managers responsible for car parks, private roads and campus networks, the value of a condition rating exercise depends less on the day of the inspection itself than on decisions made in the weeks beforehand: how the network is divided into sections, what records are pulled together, and how access is organised. Get this preparation right and the resulting scores become a genuine planning tool. Get it wrong and the survey produces numbers that are difficult to compare, defend or act on.
Mapping and Segmenting the Network
PASER assigns a single rating, on its 1–10 scale, to each defined section of pavement. That single number is only meaningful if the section it describes is reasonably uniform in construction, age, traffic loading and drainage. Before any rating takes place, the network should be broken into discrete segments with boundaries set at logical points: junctions, kerb lines, drive aisle entrances, or changes in pavement type or thickness.
Segment length matters more than it might appear. Sections that are too long risk averaging a serious localised failure into an otherwise sound stretch, masking a problem that needs attention. Sections that are too short generate an unwieldy number of ratings without adding useful resolution and make year-on-year comparison harder to manage. As a general principle, a segment should correspond to a functional unit of the network — one aisle of a car park, one lane between two junctions on a private road, one loading area — rather than an arbitrary distance. Producing a base map with these segments marked before the survey, rather than deciding boundaries in the field, keeps the exercise consistent and repeatable in future years.
Gathering Existing Records
Repair history, as-built drawings, resurfacing dates and drainage plans all change how a section of pavement should be read. A crack pattern that looks alarming in isolation may be entirely explained by a utility trench cut two years prior; a section that appears sound may be masking a structural weakness beneath a recent overlay. Where records exist of prior seal coating, patching, or full-depth repairs, they should be assembled and, ideally, mapped against the segments identified above. Even partial records — invoices, contractor correspondence, photographs from previous works — are worth compiling, since they help distinguish age-related deterioration from a known and already-addressed defect.
Timing, Access and Occupancy
Pavement condition is easiest to assess accurately on a dry surface, in daylight, and without snow, standing water or heavy debris obscuring the surface. Scheduling a survey for a dry period, and avoiding early mornings when dew or frost may be present, produces more reliable results than fitting the work around unrelated constraints.
Occupancy is the other major variable on private networks. Car parks and private roads are rarely empty, and a survey that assumes otherwise will run into delays or incomplete coverage. Coordinating with tenants, facilities staff or site security ahead of time — to identify low-traffic windows, reserve access to gated or restricted areas, and flag any zones that are entirely off-limits — avoids gaps in coverage and repeat visits.
Safety on Site
Any inspection that involves walking active traffic lanes, aisles or loading areas carries a degree of risk that should be planned for rather than improvised. High-visibility clothing, appropriate signage or cones around the area being assessed, and a clear understanding of pedestrian and vehicle routes on the day all reduce the chance of an incident. Uneven or heavily deteriorated pavement — often the very sections being rated — can itself present a trip hazard, which is worth flagging to anyone unfamiliar with the site.
What to Have Ready for the Surveyor
Whoever carries out the rating will move faster and produce more reliable results with a small set of materials prepared in advance: a base map showing agreed segment boundaries, a summary of known problem areas or recent complaints, copies of relevant repair and construction records, and a single point of contact who can grant access and answer questions about site history. Agreeing segmentation and scope before the visit, rather than during it, is the single most effective step a property manager can take to ensure the resulting ratings are accurate, comparable over time, and genuinely useful for planning maintenance.
