PASER Explained: A Practical Guide to Asphalt Pavement Inspection

Asphalt pavements deteriorate gradually, often invisibly, until a rehabilitation bill arrives that could have been avoided by earlier, cheaper intervention. The Pavement Surface Evaluation and Rating system, commonly known as PASER, was developed to give the people who manage roads, car parks and site access routes a fast, repeatable way to catch that deterioration early. It has become one of the most widely referenced visual pavement assessment methods in North America, and its underlying logic travels well beyond the jurisdictions where it originated.

What PASER Is

PASER was developed by the Transportation Information Center at the University of Wisconsin–Madison as a practical alternative to laboratory testing and instrumented pavement surveys. Rather than measuring deflection, rutting depth or ride quality with specialised equipment, PASER relies on a trained inspector's visual assessment of the pavement surface, scored on a scale of 1 to 10, where 1 represents a failed pavement and 10 represents a newly constructed or recently resurfaced one. The scale is built around recognisable surface distresses — cracking patterns, rutting, ravelling, patching and surface deformation — that correlate closely with a pavement's structural condition and remaining service life.

How a PASER Inspection Works

A PASER survey is carried out on foot or from a slow-moving vehicle, segment by segment, with the inspector recording a single rating for each defined section of pavement. The inspector looks for specific, well-documented indicators at each point on the scale: fine transverse cracking suggests early ageing, while alligator cracking, potholing and edge failure indicate a pavement nearing the end of its useful life. Because the method depends on trained visual judgement rather than instrumentation, consistency comes from following a published rating manual with reference photographs, rather than from calibrated equipment. A typical inspection can cover a large network in a fraction of the time required for instrumented condition surveys, which is part of why the method has endured.

Who Relies on PASER

PASER was designed with local government agencies in mind — municipalities responsible for maintaining large networks of local roads on constrained budgets. That origin still shapes how the method is used, but its audience has broadened. Property managers overseeing car parks, private estate roads and access routes use the same logic to prioritise resurfacing spend across a portfolio. Contractors bidding on maintenance programmes use PASER ratings, or comparable visual scales, to scope work and set expectations with clients before more detailed investigation begins. In each case, the appeal is the same: a defensible, repeatable condition score that does not require a laboratory or a data acquisition vehicle to produce.

Why Visual Rating Matters for Asset Management

Pavement is a depreciating asset, and its rate of decline is not linear. A pavement rated in the middle of the scale can often be preserved for a fraction of the cost of reconstructing a pavement that has fallen to the bottom of it. Visual condition rating gives asset managers the evidence to intervene at the point where preservation treatments — sealing, crack filling, thin overlays — are still viable, rather than waiting until only full-depth reconstruction remains an option. Without a consistent rating system, that judgement tends to be made reactively, segment by segment, as complaints or failures arise, which is a more expensive way to manage a network over time.

From Rating to Maintenance Programme

The output of a PASER survey is not an end in itself; it is an input to a maintenance programme. Sections rated highly are typically left alone or scheduled for routine preventive treatment. Mid-range sections are candidates for surface treatments that extend service life at comparatively low cost. Low-rated sections are flagged for structural rehabilitation or reconstruction, and their cost typically dominates any capital plan. Mapping ratings across an entire network, rather than looking at individual segments in isolation, allows a maintenance budget to be allocated where it will do the most good, rather than where the most recent complaint happened to originate.

Limitations Worth Understanding

PASER is deliberately simple, and that simplicity is a trade-off rather than a shortcoming. It does not produce the granular distress-density data that some capital projects require, it depends on the consistency of the individual inspector, and it says little about the structural condition beneath the surface. Understood as a rapid, network-level screening tool rather than a substitute for detailed engineering investigation, it does the job it was designed to do efficiently and well.
