The value of PASER lies almost entirely in the discipline of its scale. A single number, from 1 to 10, is meant to summarise the condition of an entire pavement segment in a way that another trained inspector, assessing the same segment independently, would broadly agree with. Understanding what each band represents, and where the genuine judgement calls lie, is the difference between a rating that is useful for planning and one that merely looks precise.
The Logic Behind the Scale
PASER's scale is organised around visible surface distress rather than abstract condition categories. Each rating band corresponds to a description of what an inspector should expect to see on the pavement surface, supported by reference photographs in the published rating manual. The scale runs in a single direction — higher numbers mean better condition — and each band is deliberately wide enough to be applied consistently by inspectors without requiring instrumentation.
Reading the Upper Bands: 8–10
Pavements rated 9 or 10 are new or recently resurfaced, with no visible distress. A rating of 8 still describes a pavement in excellent condition, but one that has been in service long enough to show the very earliest signs of ageing, such as slight colour change in the binder or the first hints of block cracking. At this end of the scale, the pavement requires no maintenance beyond routine monitoring, and any expenditure here is preventive rather than corrective.
Reading the Middle Bands: 5–7
The middle of the scale is where most maintenance decisions are made. A rating of 7 typically shows some transverse and longitudinal cracking but no structural distress; a rating of 5 or 6 shows that cracking has progressed and begun to interlink, with the first signs of ravelling or minor rutting appearing. Pavements in this range are strong candidates for preservation treatments — crack sealing, surface treatments, thin overlays — that arrest deterioration before it reaches the point where those treatments stop being cost-effective.
Reading the Lower Bands: 1–4
Below a rating of 4, distress becomes structural rather than purely cosmetic. Alligator cracking, potholing, patch failure and significant rutting characterise this range, and a rating of 1 or 2 describes a pavement that has effectively failed, with the surface providing little structural contribution. Pavements at this end of the scale are past the point where surface treatments are effective; reconstruction or substantial rehabilitation is generally the only durable option.
Distinguishing Adjacent Ratings
The hardest judgement calls in any PASER survey sit at the boundaries between adjacent ratings, particularly through the middle of the scale, where the difference between a 5 and a 6 can hinge on whether cracking has begun to interlink or is still isolated. Consistent raters resolve this by anchoring their judgement to the reference photographs and written distress descriptions in the rating manual, rather than to a general impression of "good" or "bad", and by rating the segment as a whole rather than being drawn towards its single worst metre.
Common Pitfalls in Consistent Application
The most frequent source of inconsistency is segment length: rating too long a stretch as one number averages away localised failures that a maintenance programme needs to see. Seasonal and weather conditions can also distort a rating — wet pavement can mask ravelling, and low sun angle can exaggerate the visibility of minor cracking. Inspector drift is another well-documented issue, where a rater's internal calibration shifts gradually over a long survey day. None of these pitfalls undermine the method itself; they simply underline why training, reference materials and periodic calibration between raters matter as much as the scale.
