Two methods dominate discussion of asphalt pavement condition assessment in North America: PASER, the rapid visual rating scale developed at the University of Wisconsin–Madison, and the Pavement Condition Index, standardised under ASTM D6433. Both aim to translate the state of a pavement surface into a number that supports maintenance planning, but they do so with different levels of granularity, different resource requirements, and different intended uses. Neither is a universal replacement for the other; the right choice depends on the scale and purpose of the survey.
Two Different Philosophies
PASER condenses an inspector's visual assessment into a single rating from 1 to 10, applied at the level of a defined pavement segment. PCI works in the opposite direction: it starts from a detailed catalogue of individual distress types — cracking, rutting, potholing, ravelling and more — each measured for severity and extent, and combines them through a standardised deduct-value calculation into a single index running from 0 to 100. Both end in one number, but PASER arrives there through holistic judgement, whilst PCI arrives there through itemised measurement.
How PCI Works
A PCI survey requires the inspector to identify each distress type present within a sample unit, classify its severity as low, medium or high, and measure or estimate its extent as a proportion of the unit's area or length. These observations are converted into deduct values using standardised curves, then combined through a defined correction procedure to produce the final index score. The process is specified in enough detail, under ASTM D6433, that two trained raters working independently should arrive at closely comparable scores for the same pavement section.
How PASER Works, by Comparison
A PASER survey asks the inspector to compare the pavement segment against reference photographs and distress descriptions for each of the ten rating bands, then assign the single closest match. There is no itemised distress catalogue and no calculation step; the rating is a direct visual judgement, informed by training and the published manual, rather than an output derived from measured inputs. This is what makes a PASER survey markedly faster to carry out than a PCI survey, at the cost of the granularity that PCI's itemised approach provides.
Cost, Speed and Training Requirements
The practical differences between the two methods follow directly from this structural difference. A PASER inspector can typically assess a given length of pavement in a fraction of the time a PCI survey of the same section would require, because there is no distress cataloguing or calculation involved. Training for PASER is correspondingly lighter, generally consisting of a rating manual, reference photographs and supervised practice. PCI training is more involved, reflecting the need to consistently identify and classify a wider range of distress types and apply the deduct-value procedure correctly. These differences translate directly into cost: a PASER survey of a given network will generally require substantially less inspector time than an equivalent PCI survey.
Precision and What Each Method Actually Measures
PCI's granularity is its principal advantage. Because it records distress type, severity and extent separately, a PCI score can be interrogated to understand why a pavement scored as it did, and that itemised data can feed directly into pavement management software and life-cycle cost models. PASER's single holistic rating is more limited in this respect: two segments with very different underlying distress profiles could, in principle, receive the same rating. What PASER sacrifices in diagnostic detail, it recovers in the ability to survey an entire network on a realistic budget and timescale.
Choosing Between Them
In practice, the two methods tend to serve different levels of a pavement management programme rather than compete directly. PASER is well suited to network-level screening — establishing where, across a large inventory of roads or car parks, attention is most urgently needed, so that resources can be triaged sensibly. PCI is better suited to project-level analysis, where a specific section has already been flagged for treatment and a more detailed understanding of the underlying distress is needed to select the right repair and estimate its scope accurately. Many pavement management programmes use both: PASER, or a comparable rapid method, for periodic network-wide screening, and PCI for the detailed investigation that precedes an actual capital project.
